Habibur Rahman being committed to develop the higher education in private sector in order to meet the thirst of educational institute in our populated country formed this charitable trust which is the pioneer step to establish private university in Bangladesh. “Comilla Education Science and Technology Development Trust” registered as charitable trust under section 26 of Company Act, 1913 bearing registration no. T-350 dated 13th August 1994.
It is to be mentioned that one of the founder of this trust Professor M. Shamsul Huq was the head of policy maker during 1989-1992 to assess the feasibility to establish Private University by the Government and under his consultation draft of the Private University Act, 1992 was prepared to sanction approval to establish university in private sector. In this connection it can be quoted that formation of ‘Comilla Education, Science and Technology Development Trust’ to establish ‘The University of Comilla (UNIC)’ by the great developers is the initiation of starting university in private sector in Bangladesh. ‘Comilla Education, Science and Technology Development Trust’ began activities to start ‘The University of Comilla’ since 1989 and got approval to commence from the Ministry of Education on 4th December 1996. The University of Comilla started the academic functions opening campus in Housing Estate, Comilla with 43 programs under five schools i.e. School of Science and Technology, School of Busines, School of General Studies, School of liberal Arts and School of Life Science.
Near about 250 students graduated from this University during 1996 to 2006. ‘Comilla Education, Science and Technology Development Trust’Trust appealed on 19.12.2006 under section 16(2) of Private University Acr,1992 to Chancellor/ President, People’s Republic of Bangladesh against the shut down order of Ministry of Education consequently honorable High Court Division in writ petition no.1671 of 2014 by judgment on 15.12.2016 declared the shut-down Circular dated 22.12.2006 issued from Ministry of Education void and no legal effect by which ‘The University of Comilla’ was shut down and thereafter the university required to get permission to start the academic function by fulfilling the requirements of proper accommodation facility, faculty, Reserve fund under section 6 and permanent land under section 7 of Private University Act, 2010.
For this reason the ‘The University of Comilla Alumni Association’ came forward to fulfill those requirements in order to start the academic function again and submit proposal with prayer to the Ministry of Education and Bangladesh University Grant Commission which is pending before the concerned authority. ‘The University of Comilla Alumni Association’ started to reform the board of trustee by handshaking with the founder trustees and the founder secretary of Trust Professor Mr. Abdur Razzaque and Registrar of the University of Comilla (UNIC). Facing different difficulties and unexpected circumstances founder secretary of Trust operating the University of Comilla (UNIC) sought help of the alumni to reform the university for the sake of great interest of the alumni for their convocation, certificate verification, reputation and other academic record protection. It is matter of hope that alumni are committed to save the university and communicating with government to take legal action against the miscreants who wanted to destroy the spirit of establishing the University of Comilla (UNIC) by great developers like Rtn Aziz-ul-Haque who was an architect of rural development, thinker, philosopher and also a good planner, administrator, organiser and policymaker recognised him as an “Unsung Hero” by Help Age International UK, ‘Sitara-i-Khidmat’ on 1970 by Pakistan Governmen. Rtn Aziz-ul-Haque founding Director of CIRDAP, during 1979-84 and was Chairman of the Santosh Islami University Board of Trustees in 1988.
